2022 Activity Report of the Special Investigation Service

 

The Special Investigation Service established the Investigation Quality Monitoring and Analytics Department for ensuring high-quality investigations, internal monitoring of the investigation process, developing a unified investigation policy and effective implementation of the ECtHR practice.

 

The strengthening of the Independent Investigation Service has an important role in the process of fulfilling obligations carried out by the National Action Plan 2022 for the Implementation of the EU-Georgia Association Agreement. The department was established within the mentioned framework to successfully deal with and improve the fight against ill-treatment.

 

The Investigation Quality Monitoring and Analytics Department supervises the timely, effective and qualified investigation of the criminal cases of the Service; provides analysis of the European Court of Human Rights practice; conducts research on investigation standards; determines the needs for further training of investigators based on the outcomes of monitoring and participates in the qualification raising process.

 

The Department is staffed with employees selected through open competitions with relevant experience and qualifications.
