History
According to the “Association Agenda between
the European Union and Georgia 2017-2020” the country undertook to carry out
effective reforms to combat ill-treatment through the proper fulfillment of
international obligations. Based on the mentioned above, on November 1, 2019,
the Investigation Service of the State Inspector Service was established, and
on March 1, 2020, the independent body- the Special Investigation Service was
launched.
The Special Investigation Service is an
independent State Investigation Authority, whose main mission is an effective,
timely, and independent investigation of the facts of violent crimes and
ill-treatment committed by officials.
The Service is passing through the most
important stages in the democratic development of the country and its European
integration.
The main priorities of the Special
Investigation Service are high standards, transparent investigation and
protected rights. The investigative policy chosen by the Service also includes
accountability to the victim and the society, the development of collaborative
approaches and prevention of crime.
The Special Investigation Service is
independent in exercising its powers and does not subordinate to any authority
or official.
The head of the Special Investigation Service
is elected for a term of 6 years. The mentioned position since March 1, 2022,
after being elected by the Parliament of Georgia, has been held by Koka
Katsitadze. The head of the Service has the First Deputy Head of the Service,
Giorgi Kvaratskhelia and the Deputy Head of the Service, Natia Songhulashvili.
