Statement of the Special Investigation Service

Special Investigation Service continues an active investigation into the possible inhuman treatment of Mikheil Saakashvili under Article 144 (3), Part 2, Subparagraphs "a", "b", "e" and "g" of the Criminal Code of Georgia.

Since the establishment of the Special Investigation Service on 1 March 2022, 49 persons have been questioned in this case, including the heads of the Special Penitentiary Service and its structural units, prisoners of №8 penitentiary institutions, as well as medical staff and other persons involved.

Within the framework of the investigation conducted by the Special Investigation Service, the LEPL Levan Samkharauli National Forensics Bureau has ordered a complex - Habidoscopic (phono) video examination of the video-audio recordings requested from the Special Penitentiary Service. The mentioned video recordings show the events that took place on December 27-28, 2021 during the expulsion of Mikheil Saakashvili from the Giorgi Abramishvili Military Hospital of the Ministry of Defense and the confiscation of his wristwatch. Also, the video recordings, which show the events that took place during Mikheil Saakashvili's resuscitation unit at №18 treatment facility for accused person/convicted persons, were assigned a video examination to determine the traces of the montage.
To ensure an objective, thorough and comprehensive investigation, based on the statement of Mikheil Saakashvili's lawyer and the questions presented in it, additional medical commission examinations were appointed for Mikheil Saakashvili at the Levan Samkharauli National Forensics Bureau.

The examination will examine the adequate management, diagnosis, treatment and rehabilitation of Mikheil Saakashvili's health condition. Also, whether he was provided with timely, adequate, qualified and quality medical services at №12 penitentiary institution, №18 treatment facility for accused person/convicted persons, as well as in LEPL "Giorgi Abramishvili Ministry of Defense Military Hospital" and at №12 penitentiary institution after discharge from hospital.
Based on the lawyer's statement and in the interests of the investigation, an additional psychological examination of Mikheil Saakashvili was appointed at the Levan Samkharauli National Forensics Bureau.

In this case, from the date of the investigation, various complex chemical, biological and traceological, forensic, information-technological, habidoscopic (phono), videooscopic, psychological and commission medical examinations have been appointed.

All possible investigative and procedural actions necessary for the investigation into the possible fact of inhuman treatment of Mikheil Saakashvili are being carried out by the Special Investigation Service intensively in order to ensure an objective, thorough and comprehensive investigation.
